What about UEFA?

Kazakhstan joined UEFA — the Union of European Football Associations — in 2002, transferring from the Asian Football Confederation. This is an administrative choice made by the governing bodies, not a geographical ruling.^C4

FIFA and UEFA membership does not define continental classification; Israel, for example, competes in UEFA despite being geographically in Western Asia. Administrative sports classifications reflect historical, political, and logistical decisions.
