“Kazakhstan is returning to nuclear weapons because it plans a nuclear power plant”
Misleading. Kazakhstan's plan for civilian nuclear power is connected to energy supply and infrastructure, while its nuclear-weapons history concerns the Soviet test site and the arsenal it inherited and gave up. The two issues are politically linked but technically different.
