“Kazakhstan had no statehood before 1991”

Misleading. Modern Kazakhstan as a sovereign state dates to 1991. But the claim that no Kazakh political structure existed before independence erases the Kazakh Khanate (1465–1847) and several centuries of organised political life. The Soviet period also included Kazakh Soviet institutions. The question of what counts as 'statehood' involves genuine definitional complexity.
